preferences: add some in-dialog help for always excluded folders

This duplicates some advice from the help documentation, bringing
it closer to where the user will be making the decision. Lists
the major always-ignored folders.

Requires libadwaita 1.1, but gracefully does not show if we only
have 1.0.
