hm.. I think we should just remove the patch completely. Let the users decide what to do.
Also, if you are planning for a new devhelp release please cherry pick https://gitlab.gnome.org/GNOME/devhelp/-/commit/65263db8386f769bfb177d03f7aac418898f4dbb and https://gitlab.gnome.org/GNOME/devhelp/-/commit/23148b2157d0269799e5eee15c236fe49d06da25 so that it works with the GNU emacs 28.x (which is currently only in unstable)
