ubuntu panel and display: Monitor and fractional scaling fixes

Various fixes for the bugs above (see details in commit messages)

* account-fingerprint: Don't make flowbox children selectable (LP: #1877441)
* ubuntu-panel: Ensure dock position is respected in RTL (LP: #1876937)
* ubuntu-panel: Add proper matching between the dock monitor ID and mutter
  (LP: #1877108)
* display: Look for proper fractional scaling key in Wayland and X11
  (LP: #1871864)
* display: Improve fractional scaling toggling (LP: #1876891, #1876894)

I've not included other major fingerprint changes as the upload was already juicy enough, and I prefer to update few things there as upstream requested, but will do in next iteration (hopefully next week).
