checks/debhelper.pm: Be explicit about counting the number of entries in the overrides hash.

For some reason in stretch this causes test failures such as:

  Argument "1/8" isn't numeric in numeric ge (>=) at /tmp/testrun/checks/debhelper.pm line 359.
