ecb_ews_get_timezone: Check for non-NULL `tzid` to avoid runtime warning

There is printed a runtime warning from the evolution-calendar-factory,
when the `tzid` parameter is NULL, because `e_timezone_cache_get_timezone`
does not accept NULL timezone ID.
