Add budgie-control-center as an alternate (closes: #1006398)

Budgie Desktop now depends upon budgie-control-center. Previously it was gnome-control-center.
budgie-control-center uses gnome-online-accounts as a recommended package option to allow users centralised account management in the same way as GNOME Shell.
This PR will ensure gnome-control-center is not installed when installing budgie-control-center
