Draft: Update to 3.38.6

GNOME Shell 40 has various blockers that need resolving before we can do the mutter transition, which gives us an opportunity to try 3.38.6 in unstable, with a view to potentially doing a bullseye stable update later.

I think Ubuntu already has some but not all of these fixes.
